1) Where was this? 2) What is this? This is definetly abstract. I like how you turned (was it traffic lights?) into something completely different through the camera. The blue light is good. It stands out, it's different, and could be called the "character" or "subject" of this photo.

So many people do this that it's ridiculous. None of them have that one streak on top that breaks the pattern though! Great long exposure. Try shaking it more next time as you're moving down the street (or at least that's what I assume you're doing) - I'd love to see the results.
